As of this writing it has been announced privately, Illinois deregulation will unfold in February, 2008

This means that alternate suppliers of electricity (and eventually natural gas )
, will become available to home and small business owners throughout Illinois.
Presently I pay about ten cents per kilowatt at my house in the country. I have been told that my bill will be lower when deregulation unfolds in my area, currently supplied by Alliant Utililties. Texans are paying less now for their electricity needs, the same for residents of New York State. Illinois is next.
Shell Oil is one of the alternate suppliers of electricity to the national Grid. They are posed to aggressively enter the Midwest market. In time, the dust will settle.
As a former owner of a steam plant operation some years ago, my heart goes out to the small business operators and families whose rates have skyrocketed since "official deregulation" has occurred.
Once the new players enter the market, (sooner than you think), Alliant, Con Ed and the others will be shaking their wires in an attempt to regain marketshare, lost to the new Suppliers.
